Since the first Legislative Assembly Election in December, 1963, the Political Party System in Goa offers fragile ground for defections and non-allegiance. This fragility has developed the political discourse in Goa. The family centric nature of regional parties contributed to the success of National Political Parties. Overemphasis on state politics alienated Goa from India’s national politics. Amidst this, dominant interest groups have managed to reinvent the issues of identity in their favour. The scenario before and after the Legislative Assembly Elections in March, 2022 has further fuelled this fragility and unaccountability in the tiny coastal state. In this article, we explore the major areas of electoral politics that have caused this legacy to continue. It presents the case wherein the political decentralisation has failed to initiate cultural decentralisation in the state keeping the aristocratic nature of polity intact.

Shri Dayanand Bandodkar, the first Chief Minister of Goa, or simply 'Bhau' of the masses have been an inspiration to the down trodden as he was God incarnate to uplift them from socio-economic misery. He was ray of hope to the state as in his administration Goa developed in leaps and bounds. This paper is an attempt to understand the leadership styles ofBhau which enabled him to rule Goa for more than a decade. Bhau had deep concern for the masses. He worked towards their welfare. Therefore he was considered as a true democrat. However his style of functioning was more autocratic and he was even accused, not only by opposition members but even by his own colleagues, as a 'hukumshah'. The paper unfolds this paradox with the help of various observations.

Micro Credit, Women Self Help Groups and Entrepreneurship:Prospects and Problems

Micro financing has given an impetus to the growth of Women Self Help Groups (WSHGs) and WSHGs have given a fillip to women entrepreneurship, especially in developing countries like India. It is seen as a solution for solving women's difficulties in obtaining finance, as the savings of the group itself acts as collateral. The main focus of the paper is to study whether micro financing has really resulted in growth of women entrepreneurship? The study is conducted in the state of Goa. The required data was collected through in-depth personal interviews with the members WSHGs. The sample respondents consisted of members of the WSHGs from all over Goa. Sample size was 100 (hundred) WSHGs, at least 8 (eight) from each of the 12 Talukas. The study reflected that micro financing and formation of WSHGs has helped in exploring the chances of springboards for women to be independent entrepreneurs. However the transformation is never an easy one. There are various challenges faced by women members in both cases, whether venturing in group entrepreneurship or being individual entrepreneurs.
