    Amalgam of Leadership styles: A Case Study of First Chief Minister of Goa

    Shri Dayanand Bandodkar, the first Chief Minister of Goa, or simply 'Bhau' of the masses have been an inspiration to the down trodden as he was God incarnate to uplift them from socio-economic misery. He was ray of hope to the state as in his administration Goa developed in leaps and bounds. This paper is an attempt to understand the leadership styles ofBhau which enabled him to rule Goa for more than a decade. Bhau had deep concern for the masses. He worked towards their welfare. Therefore he was considered as a true democrat. However his style of functioning was more autocratic and he was even accused, not only by opposition members but even by his own colleagues, as a 'hukumshah'. The paper unfolds this paradox with the help of various observations.

    Micro Credit, Women Self Help Groups and Entrepreneurship:Prospects and Problems

    Micro financing has given an impetus to the growth of Women Self Help Groups (WSHGs) and WSHGs have given a fillip to women entrepreneurship, especially in developing countries like India. It is seen as a solution for solving women's difficulties in obtaining finance, as the savings of the group itself acts as collateral. The main focus of the paper is to study whether micro financing has really resulted in growth of women entrepreneurship? The study is conducted in the state of Goa. The required data was collected through in-depth personal interviews with the members WSHGs. The sample respondents consisted of members of the WSHGs from all over Goa. Sample size was 100 (hundred) WSHGs, at least 8 (eight) from each of the 12 Talukas. The study reflected that micro financing and formation of WSHGs has helped in exploring the chances of springboards for women to be independent entrepreneurs. However the transformation is never an easy one. There are various challenges faced by women members in both cases, whether venturing in group entrepreneurship or being individual entrepreneurs.

    Protection of Natural Resources and Proactive Role of Grassroots Institutions in Goa

    Natural resources play a significant role in our lives; hence their proper governance becomes a pertinent issue. There are various approaches towards its governance. Some advocate complete control by state agency over natural resources, while some other propose on bottoms-up approach with community involvement toward natural resource management. The present study proposes a Model for State-Community Partnership, suggesting devolution of more powers to Panchayats and Gram Sabhas as these are community oriented institutions. This model is tested with a Case Study of Goa. Goa is today facing the crisis of resource exploitation and misuse. Can grassroots institutions check these trends by being alert and proactive? The paper attempts an answer.

    There are certain grey areas in the institutions of local governance, particularly at Panchayat level where corruption is often rampant. Gram Sabha, if vigilant, can act as a watchdog against corruption. Normally people participate in Gram Sabhas to pursue their personal interests, but in this process of pursuance, they also begin to respond to common problems. This study examines the role of Gram Sabha in controlling corruption at grassroots with a case study of Goa.

    Role of Panchayat in Sustainable Tourism: Insights from Goa

    Tourism industry is gaining a prominent role in socio-economic development of the regions, especially in developing countries. Today more and more countries are envisaging sustainable tourism. The pertinent question is how to promote tourism and ensure at the same time that it is a vehicle for growth and development, which is sustainable. In view of the fact that tourism is an economic activity which is deeply linked to a particular territory and to local variables, central governments may not always be able to manage the complexities of this industry and its impact on the economic and social environment. On the flip side, local governments can play an important role in tourism, as they seem to be in a better position to cope with issues related to the tourism industry. Could the Panchayats shoulder greater responsibility in this endeavour and play a proactive role in attaining the goal of sustainable tourism? The paper attempts to look into this possibility with a case study of Goa. The study is based on data collected through interviewing various stakeholders; the business community, the local residents, the elected leaders at the Panchayat level, Government officials, NGO members, tourists visiting the State, etc. Gram Sabha minutes of various Panchayats are reviewed to strengthen the present findings. The study reassures the fact that Panchayat, as a grassroots institution, can play a proactive role to ensure sustainable tourism in the state. Every Panchayat has to carry out dual function in this regards, the police function and that of a facilitator. It has the primary role of ensuring that the environment for both locals and the tourists is clean, safe, healthy, accessible and stimulating. It should mobilize the social, financial and natural capital of a place towards sustainable tourism which will benefit the local community.

    Challenges & Opportunities of Infrastructure Development of an Island Village: A Case Study of Chodan Island in Goa

    Reliable and effective infrastructure remains a major challenge in the villages. The scenario is still more grim for Island villages which often remain isolated from the mainland. Lack of infrastructure and favourable improvement escalates and create many hardships affecting the productive life of the villagers. This paper highlights the infrastructural needs of the Island village and how lack of infrastructure, specifically, adequate and timely transport facility, adversely affect the villagers.

    Relevance of Maratha and Goan Identity on Politics of Goa

    In Goa, the Maratha identity mobilizes the Bahujan castes horizontally, the ‘Goan’ identity maintains the social hierarchies vertically. While the political idea of Bahujan Maratha shapes the electoral politics in Goa, the social identity of ‘Goan’ counters it. The separation of social from the political maintains the hegemony of the dominant classes in Goa. The electoral politics in the post-colonial Goa comforted communal understanding of the identities for electoral gains. The political leadership in the state employs these identities to bargain with the national political parties. This article aims to trace the historical origin of both the identities and reflect on their transition caused by electoral politics. The Marathisation of the Goan identity attempts to democratise the public sphere in Goa by providing the historical background to the political assertion of bahujan castes.
