Abstract
There are certain grey areas in the institutions of local governance, particularly at Panchayat level where corruption is often rampant. Gram Sabha, if vigilant, can act as a watchdog against corruption. Normally people participate in Gram Sabhas to pursue their personal interests, but in this process of pursuance, they also begin to respond to common problems. This study examines the role of Gram Sabha in controlling corruption at grassroots with a case study of Goa.
