Abstract
Shri Dayanand Bandodkar, the first Chief Minister of Goa, or simply 'Bhau' of the masses have been an inspiration to the down trodden as he was God incarnate to uplift them from socio-economic misery. He was ray of hope to the state as in his administration Goa developed in leaps and bounds. This paper is an attempt to understand the leadership styles ofBhau which enabled him to rule Goa for more than a decade. Bhau had deep concern for the masses. He worked towards their welfare. Therefore he was considered as a true democrat. However his style of functioning was more autocratic and he was even accused, not only by opposition members but even by his own colleagues, as a 'hukumshah'. The paper unfolds this paradox with the help of various observations.
